National Standard for Security Officers Launched
Upon the approval of the then Ministry of Labour and Social Security and the Ministry of Public Security, the National Professional Standard for Security Officers (For Trial Implementation) was put in effect as of 1 January 2007.Carrying out the relevant stipulations of the Labor Law and taking the Profession Classification Code of the People’s Republic of China as the basis, the National Professional Standard for Security Officers (For Trial Implementation) aims to reflect the objective requirement for security service level and service personnel at the current stage. The Standard takes full account of the influence on the security service profession caused by economic and social development, scientific and technologic progress and industrial structure alteration and puts forth clear stipulations on the service scope, service content, and skill and knowledge requirement for the security service profession.
According to relevant regulations, the Standard categorizes the security service profession into five classes, measured by means of four aspects of criteria covering Professional Profile, Basic Requirements, Work Requirements and Weight Form. Professional Profile includes the name of profession, definition, classification, environment, capability characteristics, basic education, certification etc. The five classes of the profession are Junior Security Officer (National Professional Qualification Class Five), Medium Security Officer (National Professional Qualification Class Four), Senior Security Officer (National Professional Qualification Class Three), Security Supervisor (National Professional Qualification Class Two) and Senior Security Supervisor (National Professional Qualification Class One). Basic Requirements include professional ethics, basic knowledge (basic theory, security and law) etc. Work Requirements touch upon professional function, work content, skill and knowledge requirement and make cumulative stipulations for the five classes of profession. Weight Form stipulates the respective proportion of relevant knowledge and skills for the five classes.
According to relevant regulations, for professional security service companies and security organizations internally set up by client companies alike, all security personnel providing security and protection service to people, assets, information etc. for citizens, legal persons and other organizations must, in accordance with the stipulations of the Standard, take relevant training courses and be certified before being deployed.
With the fast development of the security service industry in recent years, security officers have grown rapidly in number and have reached 1.7 million till now. This has registered an urgent request for enhancing and standardizing the education and training of security officers. The publication and implementation of the Standard is a significant measure taken by the Ministry of Public Security to meet this urgent request and will play an important role in improving the national professional standard system, standardizing security service professional education, training and certification, increasing security service personnel quality, and driving ahead the professionalization and rapid and healthy growth of the security service industry.
